Community Beautification Connection

The purpose of the Ward Community Beautification Committee is to encourage community pride, improve the appearance of neighborhoods and public spaces, and create volunteer opportunities for residents to work together to make Ward cleaner, greener, and more welcoming.

This program would work with City Code Enforcement to focus on encouragement, education, volunteerism, and community partnership — not punishment or citations.

Core Goals

1. Improve Community Appearance

Encourage residents to maintain and improve homes, yards, entrances, and neighborhoods through positive recognition and community support.

2. Increase Volunteerism

Create opportunities for residents, students, churches, civic groups, and local businesses to participate in projects that improve the city.

3. Beautify Public Spaces

Coordinate planting trees, flowers, landscaping, and cleanup efforts in parks, medians, entrances, walking trails, and city-owned spaces.

4. Assist Residents in Need

Develop a community assistance program for elderly, disabled, or financially struggling residents who need help with exterior cosmetic improvements.

Neighborhood Assistance Program

Purpose

Provide limited assistance for exterior cosmetic improvements to residents who are physically unable or financially unable to complete projects themselves.

Examples:

  • Pressure washing

  • Minor fence repair/painting

  • Yard cleanup

  • Mulching

  • Flower bed cleanup

  • Exterior touch-up painting

  • Debris removal

Application Process

To prevent abuse of the program, applicants would:

  • Complete a simple application

  • Demonstrate financial or physical need

  • Agree to participate in the project in some way when possible

  • Maintain improvements after completion

Potential Participation Requirements

  • Assisting volunteers physically if able

  • Providing refreshments/water

  • Helping maintain the area afterward

  • Participating in future cleanup events if able

The goal is partnership, not charity.

Builder & Business Partnerships

Community Improvement Sponsorship Program

Work with:

  • Builders

  • Contractors

  • Hardware stores

  • Landscaping companies

  • Churches

  • Civic organizations

Businesses could donate:

  • Materials

  • Labor

  • Equipment

  • Gift cards

  • Volunteer hours

Scholarship/Grant Style Assistance Fund

Create a small application-based beautification grant fund for:

  • Fence materials

  • Pressure washing

  • Landscaping supplies

  • Exterior paint

  • Minor cosmetic improvements

Priority could be given to:

  • Elderly residents

  • Veterans

  • Disabled residents

  • Single parents

  • Residents improving highly visible areas

Potential Programs

“Yard of the Month”

Each month, recognize one property from each ward that demonstrates:

  • Well-maintained lawn

  • Attractive landscaping

  • Creative flower gardens

  • Unique curb appeal

  • Neighborhood pride

Recognition Could Include:

  • Yard sign

  • Certificate

  • Social media spotlight

  • Small gift card donated by local businesses

The focus should remain encouraging and positive.

Tree & Green Space Initiative

Free Tree Program

Partner with:

  • Arkansas Forestry Division

  • Master Gardeners

  • Utility tree programs

  • Conservation organizations

The committee could:

  • Distribute free saplings to residents

  • Organize annual tree planting events

  • Plant trees in parks and public spaces

  • Educate residents about proper tree placement and care
